Is Morgan State a Public or Private School?
By order of the Maryland General Assembly, Morgan State College was transformed into Morgan State University on July 1, 1975, with the power to award doctorates. It was also designated as the state’s public urban university.
History of Morgan State University
The Baltimore Conference of the Methodist Episcopal Church established the college in 1867 as the Centenary Biblical Institute with the initial goal of preparing young men for the ministry.
Later, it expanded its goal to train both men and women as instructors. In 1890, the school changed its name to Morgan College in honor of Reverend Lyttleton Morgan. He was the first chairman of the board of trustees and a land donor to the institution.
In 1895, George F. McMechen received their first baccalaureate degree from Morgan. After graduating from Yale university with a law degree, McMechen finally made his way back to Baltimore.
That is where he rose to prominence as a community leader and one of Morgan’s most ardent financial backers.
The school received a $50,000 conditional donation from the late Andrew Carnegie in 1915 for the construction of the main academic building.
The grant’s conditions included that the College would have to buy a new location, settle all debts, and erect a structure that would bear his name.
The College moved to its current location in northeast Baltimore in 1917 after fulfilling the requirements. The oldest original structure still standing on the current MSU campus, Carnegie Hall, was constructed two years later.

From Private to Public College
Up until 1939, Morgan was a private institution. In response to a state investigation that found Maryland needed to give its black inhabitants additional chances, the state of Maryland bought the institution that year.
Morgan has always been a welcoming college for people of all races. The College had developed into a rather complete school by the time it became a public campus.
Morgan and the University of Maryland College Park were the only two public campuses in the state with comprehensive missions. That is up until the middle of the 1960s when the state’s teaching colleges started making the shift to liberal arts universities.
Teachers’ colleges in Maryland started to widen their scope. As a result, Morgan and other comparable institutions were incorporated into a state college system overseen by a board of trustees.
Yet in 1975, the State Assembly gave Morgan the status of a university. Also allowed it to resume having its own governing board, and granted it the ability to award doctorates.
In 1988, the state’s higher education system underwent reform and the Higher Education Commission, Maryland’s coordinating board was reinforced. The University of Maryland System now includes the state college system’s campuses.
The only public baccalaureate-granting universities permitted to have their own governing boards were Morgan and St. Mary’s College of Maryland.
Moreover, the Act, which also designated the college as Maryland’s Public Urban University, strengthened Morgan’s capacity to provide advanced programs.
