1. Overview and background

The Boosting Green Employment and Enterprise Opportunities in Ghana (GrEEn) project is a four-year action from the European Union, the Embassy of the Kingdom of the Netherlands in Ghana, SNV Netherlands Development Organisation and the United Nations Capital Development Fund (UNCDF). The project aims at creating greater economic and employment opportunities for youth, women and returning migrants by promoting and supporting sustainable, green businesses in two selected regions in Ghana: Ashanti and Western.

GrEEn is implemented under the European Union Emergency Trust Fund (EUTF) for Africa.

GrEEn focuses on three specific objectives:

  • To support the transition of local economies to green and climate resilient development.
  • To improve the employability and entrepreneurship capabilities of selected people by matching them with market opportunities and mentoring into (self) employment and enterprise development, with a focus on green and climate resilient local economies.
  • To create and strengthen local ecosystems that support youth (self-)employment and the growth of Micro, Small and Medium-sized Enterprises (MSMEs)

SNV’s targets within the GrEEn project are the following:

  • At least 5,000 people trained and coached for employability and entrepreneurship;
  • At least 3,500 people have created or developed self-employment opportunities;
  • At least 100 M/SMEs have been incubated or accelerated to expand their business;
  • At least 1,500 decent and sustainable jobs created by M/SMEs.

SNV’s intervention are focused on three core sectors: Agriculture, Renewable Energy and

WASH. In terms of target groups, SNV will work with the following:

  • Youth, defined as men and women between the ages of 18 and 35: 60% to 80% of all beneficiaries,
  • Women, including those above the age of 35: 40% to 60%,
  • Returning migrants: 5-10 %.

GrEEn requires the services of enterprise development and sector experts to support the SMEs in its Incubation and Acceleration Programmes.

2. Objectives of the mentor network

  • Provide strategic direction to the SMEs
  • Sharing skills and experiences to support the personal development of the SMEs
  • Help mentees develop the skills, resources and tools needed in a very practical way in order to achieve all the milestones towards becoming investment ready
  • Make recommendations for customising the incubation/acceleration support for the SMEs
  • Exchange with the hubs and other mentors on the GrEEn incubation/acceleration programmes

3. Tasks to be performed

  • Assess the baseline of competence and preparedness of each company against programme objectives
  • Highlight the training and capacity building needs of each SME in collaboration with the hubs
  • Develop a customised action plan for training during the 6-month incubation/ acceleration programme for each company
  • Oversee execution of the action plan
  • Exchange with the hubs and other mentors on the GrEEn incubation/acceleration programmes; provide recommendations to the GrEEn team on improvements to its incubation/acceleration programmes

4. Timeline and estimated level of effort

The mentor relationship is expected to last for at least a month period and coincides with the Incubation and Acceleration Programmes. Assignment of mentors will be by needs of the SME. Applications will therefore be on a rolling basis.

The mentor is expected to have at least 24 one on one (virtual and/or physical) sessions with each SME, including at least 2 site visits to the SME.

5. Deliverables

  • Needs assessment exercise to diagnose the SMEs and form the basis for the intervention
  • Co-create an action plan outlining the training and capacity building needs of each SME (based on the Needs Assessment)
  • Determine milestones to be achieved by SMEs by the end of the incubation programme
  • Complete an activity report documenting the mentoring sessions
  • Final report after the mentoring programme detailing the progress of the SME and achievements made.

6. Compensation modalities

In order to ensure that the mentor-mentee relationship is a lasting one beyond the scope of the GrEEn project, the mentoring services are expected to be offered on a pro bono basis.

GrEEn will however compensate an amount of 50 EUR per session for each SME the mentor engages with during the programme. This fee will also cover any travel related expenses to the SME during the programme.

Payments would be done in three tranches:

  • Initial payment of 400 EUR per SME assigned to the mentor against the needs assessment and initial action plan for each SME
  • Second payment of up to 400 EUR against submission of activity reports after 14 sessions.
  • Third and final payment of up to 400 EUR per SME against a final report on each SMEs development over the engagement period.

The exact amount of the second and third payments will be determined by the number of mentoring sessions held.

2. Job Title: Project Field Officer

SNV has been present in Ghana since 1992 and is currently seeking applicants for two full-time positions for Project Officers on one of its WASH Projects. 

The roles as Project Officers, will be based in the Nandom and Lambussie Karni districts with focus on sanitation facilities functionality.

Job Description

The Project Field Officers will work mainly at the district level, ensuring the (quality of the) service delivery to the client or user community. Executes the local delivery of the project conform advice given by the advisor(s)/ project manager and conform SNV procedures and guidelines, making sure timelines and project standards are met. The Project Field Officers, will ensuring close working relationships with beneficiaries and partners in the field; ensure effective implementation of strategies for sustainable sanitation interventions and promote ODF implementation in the specific districts. S/he will lead in progress monitoring and contribute to annual review of investment plans developed.

1. Project Implementation

  • Support in the quality implementation of the HF4A project in the intervention areas by working closely with the project technical experts and ensuring efficient implementation of plans made;
  • Liaise with WASH Advisor (BCC Specialist), in implement relevant WASH focused behaviour change campaigns based on formative research conducted including attainment of ODF activities and post ODF activities. These include but not limited to supporting to prepare clear and understandable social/sanitation maps in intervention areas indicating existing sanitation status;
  • Support the WASH Advisor (Engineer Specialist) in the implementation of hardware component at both the community, schools and health facilities level. Focus will be working closely with the expert to ensure quality of hardware deliverables.

2. Service & process delivery

  • Provides process services and delivery to reach project goals, as guided by the advisor within given guidelines, ensuring consistency and quality of deliver. Guides and trains locals in (training towards) performing conform project goals.

 3. Internal and External Communication

  • Work with the team to ensure local presence of the project including identifying relevant private sector partners at the community level;
  • Support in identifying and mobilization of different groups (School Teachers and Parents Group, Youth Sanitation Groups, Women Groups, community Sanitation Group etc.) in implementation of interventions in the communities;
  • Informs and is informed about the development / changes in the project, is consistent responsive to the client community and pro-active and confident in engaging with external stakeholders (government, NGOs, private sector or other relevant stakeholders).

4. Monitoring and evaluation and progress reporting:

  • Monitor activity implementation progress and quality of fieldwork implemented to ensure targets are being met;
  • Coordinate with other WASH actors in the district and region, the communities, and other NGOs in order to incorporate best practices into programme planning;
  • Contribute to monthly /quarterly reports and ensure all field reports are accurate and submitted in timely manner;
  • Identify stories of interest at the field level to support in the development of relevant stories of change for dissemination to the larger audience/stakeholders including GOG and other relevant organizations working in the WASH sector. 

Qualifications

  • A minimum of Master’s Degree in rural development, rural planning, community development and other related social sciences fields;
  • At least three (3) years relevant experience in similar roles supporting WASH activities and and/or rural development projects implemented by national/international NGOs;
  • Good data analysis and reporting skills;
  • Commercial drive and quality orientation;
  • Ability to work independently and under stressful conditions;
  • Team player and able and willing to perform tasks assigned;
  • Strong commitment to assigned tasks, sense of responsibility and ability to work independently with minimum supervision;

SNV has been present in Ghana since 1992 and is currently seeking applicants for a full-time position for a Monitoring and Evaluation Advisor on its GrEEn Project. 

Overview of the Project

SNV is implementing the Boosting Green Employment and Enterprise Opportunities (GrEEn) project since 2023. The project aims to promote employment, entrepreneurship and support the greening of businesses for sustainable and climate resilient local economies in Ghana.

Job Description

SNV currently seeks a senior full-time Monitoring and Evaluation (M&E) Advisor for the GrEEn project. S/he will be responsible for managing the implementation of the project’s M&E framework and plan, ensuring quality results measurement and availability of relevant M&E data and findings to support learning and adaptive management. S/he will also support the Project Manager in overall planning, quarterly internal reviews, annual reporting to the donor and the preparation of Project Steering Committee meetings. S/he will have to undertake extensive field work during the course of project implementation.

The M&E Advisor is part of the core project team. Under the supervision of the Project Manager, the key responsibilities of the M&E Advisor will include:

M&E system development

  • Facilitate the periodic review of the project’s Theory of Change (Toc with the project team and key stakeholders and ensure that adaptions needed are highlighted.
  • Facilitate periodic review of the project M&E framework (based on the ToC and donor logframe) in collaboration with the project team, including indicators, methods of measurement, data collection tools, and reporting frequency
  • Lead on and oversee quality assurance of data collection, validation and analysis
  • Manage the reporting system for regular progress reporting of key stakeholders
  • Ensure that sufficient data and learning is available to track project progress and to inform project team decision making
  • Facilitate documentation and sharing of learning and knowledge within the team, within SNV and among key stakeholders

Technical advice/guidance and capacity building

  • Provide guidance on M&E approaches and data collection methods to be used in results measurement.
  • Lead/participate in conducting market scans, market research assignments, baseline and endline analysis, as well as additional research and studies as required.
  • Capacity building of project staff and key partner staff, including service providers, on M&E-related issues; deliver orientation/guidance/training/mentoring as needed to ensure key staff and partners are able to deliver on their M&E responsibilities.
  • Ensure final evaluation of the project is well prepared and undertaken as per the donor’s and SNV’s standards.
  • Provide input and support to impact assessment processes in collaboration with the EU, Centre for Evaluation and Development, UNCDF and other relevant teams
  • Provide input to SNV’s Planning, Monitoring and Evaluation policies and ways of working, based on internal and external developments, trends and learning from the project
  • Participate in a variety of external workshops/forums/conferences to share best practices and findings of the project with a variety of stakeholders

Reporting

  • Manage and oversee the project’s projections, as well as aggregation of results across all interventions and service providers
  • Ensure periodic plans and reports are in line with the standard, quality, template and time frame required by the EU and the EUTF
  • Support in preparation and documentation of Project Steering Committee meetings
  • Support in compilation and presentation of annual reports to the donor
  • Support in compilation of data for SNV’s Corporate Harmonised Indicator reporting
  • Produce reports on M&E findings & lessons learned and prepare presentations based on M&E data as required during project implementation.

Qualifications

  • Bachelor or Master degree in International Development, Economics, Statistics, Public Policy, Business Administration, Social Sciences or related field; an advanced certificate in Monitoring and Evaluation or data analytics preferred
  • At least 7 years of professional experience in Planning, Monitoring and Evaluation in the international development sector, whether working for a donor agency, INGO, consultancy firm, research institute and/or business
  • At least 5 years of experience in designing, implementing, and overseeing project M&E systems; experience in larger and complex/multi-sectoral projects/programmes desired
  • Strong methodological knowledge; long-standing experience in applying both quantitative and qualitative data collection and analysis methods; experience in data validation and quality-assurance
  • Experience in managing large databases comprising data from multiple sources
  • Experience in presenting data and findings in various formats and to a variety of audiences; experience in making use of M&E data for communication purposes
  • Experience in applying innovative data collection and analysis methods, as well as using (digital) innovations and mobile phone technology desired
  • Experience in capacity building of project and partner staff in M&E
  • Familiarity with the GrEEn project’s core sectors: Agriculture, Renewable Energy and WASH
  • Experience in using LogAlto, Survey Monkey or another digital data collection platform/software desired.

  • Strong team player with experience in Project Cycle Management
  • Ability to think analytically and critically; ability to solve complex issues and define a way forward
  • Strong facilitation, moderation, and capacity building skills
