South African Democratic Teachers Union (SADTU) Western Cape Secretary Jonavon Rustin, says the teacher’s union has raised these issues on several occasions throughout the year. He adds that this has been particularly the case with the issue of unplaced learners.

“To date, we don’t have accurate data as to how many learners are unplaced, but last year we sat with approximately 28000 learners at the beginning of the year that has not been placed. Now that is a major concern because there is a belief that we need to have learners having tuition for the first day of schooling.”

Rustin says that failure to resolve this problem can have a lasting impact on their ability to learn as well as how they progress throughout the year. He also points out that this tends to result in a lack of motivation among learners who are likely to be more driven during their initial years of schooling.

An additional concern for the union is the continuous cycle of violence in Western Cape schools, particularly secondary schools. The provincial secretary also cites an incident through which a teacher was murdered at a parking lot in Heinz Park Primary School.

“This is something that year on year we’ve been battling with. We need to do something about urgently by taking a collaborative approach because violence cannot be dealt with by individuals on their own.”

The learning losses incurred through the entirety of 2023 is also an issue that SADTU says need to be addressed urgently.

Vanessa Le Roux, Who Represents Parents For Equal Education has called into question the data presented by the Western Cape Education Department (WCED) regarding the placement of learners in 2023. She adds that the unions have also not done enough to address the issue.

She has also accused the Western Cape Education Department of working with unions to introduce a curriculum that is not conducive to most children’s learning abilities.

In response, SADTU’s Provincial Secretary says that the union is committed to ensuring that learners are placed. He adds that the union does not engage in negotiations with the WCED, but rather works with all education sector stakeholders on a consultative basis.
