The Army ROTC program has its roots in the early 19th century. The American Literary, Scientific, and Military Institute, currently known as Norwich University, was founded in 1819 thanks to Captain Alden Partridge.

There, military tactics training was first made available as a course requirement for a civilian institutions in America.

This idea would give college-educated men a solid basis in military strategy. These “citizen-soldiers” would be available to serve in the militia at times of national emergency.

The Morrill Act of 1862 encouraged increased access to military training on university campuses in the United States. The Morrill Act passed during the Civil War, granted federal lands to state-supported institutions as long as military tactics training was given.
