The Finance and Administration Manager will oversee and implement all financial and administrative activities in compliance with Panagora policies, USAID regulations, and local laws.

Duties And Responsibilities

  • Implement and manage all field financial policies in compliance with Panagora polices, USAID policies, and local laws
  • Collaborate with relevant team members to manage office operations, finance and accounting, procurement and purchasing, facilities and office services, in-country travel, and logistics
  • Ensure that all invoices are paid in a timely manner and that invoices agree with supporting documentation, including price quotes, purchase requests, purchase orders, timesheets, and contractual documents are per Panagora’s and USAID procedures for procurement
  • Oversee cash flow, including fund transfers from the home office, local currency exchanges, and petty cash
  • Work to reconcile bank accounts in collaboration with the home office and ensure all transactions are captured and completed in the financial accounting system as part of the month-end closing process
  • Maintain current standing with all mandated tax liabilities and organization registrations
  • Review and prepare as necessary country activity travel advances, processes travel claims, and work with country program staff to resolve accounting related issues.

Requirements

The Procurement Specialist assures PELA II procurement integrity and optimal functionality in strict adherence to Panagora and USAID rules and regulations.

This is a long-term position based in Accra, Ghana.

Duties And Responsibilities

  • Lead all procurement aspects in compliance with Panagora procurement rules and regulations and ensuring full compliance with all applicable provisions of the contract, USG Federal regulations, and ADS.
  • Responsible for a variety of procurement of goods and services. This includes but is not limited to request for proposals (RFPs), request for quotations (RFQs), grants, consultant agreements, blanket purchase agreements, contracts, purchase orders, and delivery notes.
  • Prepares, update and maintains annual procurement plans in accordance with approved work plans and budgeted monitoring tools to ensure timely procurement of required goods and services.
  • Reviews all incoming procurement requests, establishes priorities, and performs all required tasks.
  • Determines suitable sources of supply through extended local and non-local searches and requests bids and quotations by telephone, correspondence, and advertisement for access to a wide range of public entities.
  • Reviews and analyses bids and quotations and recommends the best qualified vendor, considering offered prices and vendor capabilities, reputation, and past performance.
  • Prepares RFQs and RFPs, ensuring all requirements are met (specifications, statements of work and evaluation criteria, etc.).
  • Organizes and coordinates selection committees for the review of each for bids, and compiles required documentation (bids or evaluation matrices, BAFO letters, etc.) ensuring completeness and compliance.
  • Participates in contract negotiations, prepares, and reviews for high quality and accuracy each contract packages (selection memos, restricted screening and other donor requirements, contracts, agreements/grants or purchase orders, modifications, etc.) prior to submission to contracts or agreements signatory.
  • In coordination with the activity management team (AMT), maintains and reconciles a tracker of all contracts and agreements in order to record deliverables, issue necessary modifications and/or cancellations, and complete adequate close-out.
  • In coordination with the FAM, monitors invoices/deliverables against contracts and agreements and mitigate cost overruns, including coordinating/communicating with relevant vendor, contractor and project paying offices.

The accountant will be responsible for all accounting tasks and tracking under the Activity, ensuring payments and financial transactions comply with USAID and legal regulations. This is a long-term position based in Accra, Ghana.

Job Description

The Senior Evaluation Specialist will oversee and ensure the design, development, coordination, and implementation of high-quality evaluations and assessments for the Activity ensuring the consideration and effective use of CA monitoring methods and training to implementing partners. The Specialist will be responsible for the preparation of evaluation reports and use and dissemination of data.

Duties And Responsibilities

  • Lead the drafting and preparation of the terms of statements of for Activity evaluations including technical parameters, methodology and data collection.
  • Plan the organizational chart of evaluation teams and prepare the TOR for the positions to be hired
  • Designs the TOR for the subcontracting of local specialists, firms and/or research centers to develop evaluations
  • Oversee the effective design, planning, and execution of evaluations in compliance with USG and international standards of technical quality.
  • Oversee and review of each of the reports, databases, statistical program codes, and presentations, among other results, of the contracts with the firms and/or consultants hired for the development of evaluations
  • Coordination of the technical team that participates in the evaluation in order to obtain the highest quality reports according to USAID standards and guidelines
  • Coordinate administrative matters that allow the development of the evaluations contracted by the Activity, including coordinating with the different stakeholders involved, such as implementing partners, and USAID officials, among others

Requirements

  • Minimum 5-7 years of data collection and evaluation management experience

The Administrative Assistant is responsible for all general office tasks, logistics, and administrative duties. The Administrative Assistant’s support will enable the PELA II team to be prepared and focused on achieving the activity’s goals.

Duties And Responsibilities

  • Provide administrative and logistical support for contract activities
  • Ensure that Panagora’s and USAID’s policies and procedures are followed, conferring with the director of finance and administration, chief of party, and Panagora’s home office as necessary
  • Manage the PELA II schedule/calendar, make travel arrangements, establish internal administrative and reporting systems, and effectively handle administrative problems and inquiries as appropriate
  • Serve as primary point of contact and liaison with project staff on office administrative and accounting procedures and as liaison with external vendors and suppliers
  • Establish and maintain hard and soft copy project files and record keeping systems in compliance with USAID’s regulations and Panagora’s procedures. Maintain accurate documentation for supply orders and receipts for payments
  • Establish monitoring and tracking systems for project budget, expenditures, approvals and inventory
  • Order and maintain office supplies within budget
  • Maintain accurate inventory of office equipment, furniture, software, and accessories
  • Coordinate with IT support to ensure that computer equipment is operational including Internet access, email, electronic filing and retrieval system, etc.
  • Coordinate with HR support and manage the onboarding of new hires including benefits administration and the exit of departing of project employees
  • Ensure office visitors are welcomed in person or on the telephone and inquiries are answered or referred properly
  • Maintain office security by following safety procedures, monitoring visitors’ logbook and knowing visitors’ whereabouts

Requirements

  • Bachelor’s degree or equivalent with 2-3 years of experience in the administrative field
  • Demonstrated knowledge of office administrative procedures within a USAID project office preferable
  • Excellent time management and communication skill
  • Strong organizational skills and attention to detail
  • Working knowledge of MS Office and office equipment
  • Ability to meet deadlines, multi-task and adapt to frequently changing priorities
  • Local nationals and those with extensive work experience in West Africa, including Niger, Chad, Cameroon, and Burkina Faso are strongly encouraged to apply
  • Strong oral and written proficiency in English and in French

Job Description

The Training and Capacity Building Specialist will oversee the Activity’s overall training strategy and lead the design and oversight of trainings, workshops, learning events, and other capacity building efforts in line with the Activity’s Learning Agenda. This is a long-term position based in Accra, Ghana.

Duties And Responsibilities

  • Lead the design and oversight of trainings, workshops, learning events, and other capacity building efforts in line with the Activity’s overall Learning Agenda.
  • Conduct interviews with project stakeholders, develop agendas, curate session content, facilitate sessions, and capture learning outcomes and recommendations
  • Plan, coordinate, and monitor regional learning events among implementing partners, USAID, USG agencies, and other targeted stakeholders, including P/CVE practitioners’ workshops
  • Conduct annual pause and reflect workshops over the lifetime of the award for implementing partner staff and USAID
  • Design and implement complexity-aware monitoring trainings, conflict sensitivity trainings
  • Plan and facilitate learning events for USAID, implementing partners, and other stakeholders to discuss findings from monitoring and evaluation activities and to identify opportunities for adaptive management
  • Report on indicators relevant to capacity building and CLA objectives
  • Prepare capacity assessment reports, periodic activity reports, capacity building plans, presentations, and other deliverables as necessary

Requirements

  • Advanced degree in organizational learning, development administration, knowledge management, political science, international relations, or other fields closely related to international development
  • Minimum of 5 years of progressively responsible professional experience in capacity building, learning design and implementation, and CLA in a developing country context, preferably with USAID projects focused on countering violent extremism and promoting peace and stability
  • Experience working on monitoring and evaluation activities highly preferred
  • Demonstrated presentation, facilitation, and training skills, both online and in person that can influence decision makers, foster organizational change strategies, with implementation occurring within a complex organizational setting
  • Direct experience training USG and USAID audiences highly desired
  • Demonstrated ability and track record in strategic, systems and holistic thinking, managing resistance to change and understanding of organizational culture, learning and change management
  • Ability to work effectively in a multi-country and multi-cultural setting as demonstrated by past experience
  • Experience with USAID/West Africa regional mission is preferred
  • Local nationals and those with extensive work experience in West Africa, including Niger, Chad, Cameroon, and Burkina Faso are strongly encouraged to apply
